[25] Gen­er­al­ly, trade diver­sion means that a free trade agree­ment would divert trade from more effi­cient sup­pli­ers out­side the area to less effi­cient sup­pli­ers with­in the ter­ri­to­ries. On the oth­er hand, the cre­ation of trade implies that a free trade agree­ment cre­ates trade that might not oth­er­wise have exist­ed. In any case, the cre­ation of busi­ness­es will improve the nation­al well-being of a coun­try. [15] While we often mea­sure the results of trade agree­ments in terms of trade, per­haps the biggest vic­to­ry is the least appre­ci­at­ed: the sub­tle but impor­tant improve­ments in the way our trad­ing part­ners respect the rule of law, which apply to their own cit­i­zen­ship – and to ours. At the inter­na­tion­al lev­el, there are two impor­tant freely acces­si­ble data­bas­es devel­oped by inter­na­tion­al organ­i­sa­tions for pol­i­cy mak­ers and busi­ness­es: it is point­ed out that there is a dif­fer­ence in treat­ment between inputs inside and out­side a free trade agree­ment as regards the qual­i­fi­ca­tion of ori­gin cri­te­ria. Nor­mal­ly, inputs from one part of the FTA are con­sid­ered to be prod­ucts orig­i­nat­ing in the oth­er par­ty when they are includ­ed in the man­u­fac­tur­ing process of that oth­er par­ty. Some­times the pro­duc­tion costs incurred by one par­ty are also con­sid­ered to be those of anoth­er par­ty. Pref­er­en­tial rules of ori­gin gen­er­al­ly pro­vide for such a dif­fer­ence in treat­ment in the deter­mi­na­tion of cumu­la­tion or accu­mu­la­tion. Such a clause also explains the above-men­tioned effects of a free trade agree­ment on the cre­ation and reori­en­ta­tion of trade, giv­en that a par­ty to a free trade agree­ment has an incen­tive to use inputs orig­i­nat­ing in anoth­er par­ty in order for its prod­ucts to be eli­gi­ble for orig­i­nat­ing sta­tus. [22] The Mar­ket Access Card was devel­oped by the Inter­na­tion­al Trade Cen­tre (ITC) to facil­i­tate mar­ket access busi­ness­es, gov­ern­ments and researchers. The data­base, which is vis­i­ble via the online mar­ket access map tool, con­tains infor­ma­tion on tar­iff and non-tar­iff bar­ri­ers to trade in all active trade agree­ments, not lim­it­ed to those that have been offi­cial­ly noti­fied to the WTO.
